Troy Douglas Carr received his Bachelors Degree in Criminal Justice from the University of North Carolina at Wilmington in the Spring of 1993. In December of 1993, he joined the North Carolina Alcohol Law Enforcement (A.L.E.) as an agent in Fayetteville, North Carolina. Agent Carr was tragically shot and killed on the morning of May 14, 1994, while performing his duties. He was the first agent killed in the line of duty since the N.C. Division of A.L.E. was established.

Agent Carr's friends, family and fellow officers have established a scholarship fund in his memory. This fund reflects Troy's dedication to Law Enforcement and is a continuing effort to make a difference in our society on his behalf.
